Tribal communities who have been deriving their livelihoods mainly from forest-based resources are often treated as encroachers in the lands where they have lived for millenia. Moreover, the government's recognition of their traditional rights over natural resources is unclear and poorly implemented.

Better water management policies and practices can help tribal communities gain more control over their water resources and an effective policy-making process starts with collecting information about what works and how to implement it.
